Mandatory Skills
  • PMP Certification
  • Demonstrated background of effective project management of large ICT infrastructure projects.
  • Minimum 5 years experience in project management.
  • Resource will work from Government of Manitoba Office
  • Experience planning and delivering projects in a large, highly complex multi-stakeholder environments.
  • Experience developing complex project plans.
  • Experience preparing detailed cost, resource, and schedule estimates and providing options and recommendations to project sponsors.
  • Experience in contract negotiations and leading multivendor teams.
  • Experience implementing formal, rigorous project change control processes.
  • Experience leading the identification of project risks, and preparing and managing a comprehensive risk plan.
  • Experience preparing and presenting various project reports to project stakeholders.
Preferred Skills
  • Prince2 Foundation or Practitioner certification
  • Expertise in project lifecycles, and project planning including Resource, cost, and schedule estimation.
  • Experience planning and managing projects in a Public Sector organization.

Role and Responsibilities
The work may include project initiation, project planning, project execution, project control and project closure. The Resource(s) must have a minimum of five years of related experience and organizational skills.
Given the scope, scale, and nature of the project, the services of an experienced Project Manager with experience managing large Information and Communications Technology (ICT) infrastructure projects is essential.
  • The selected Resource will plan, organize and manage all aspects of the Project and be accountable for facilitating the successful completion and delivery of Phase 1 of the Project reviewing and updating existing project documentation (e.g. project charter, project plan, Terms of Reference) as necessary
  • leading the development of documented plans for Phase 2 of the Project
  • leading the collaborative development of documented operating, service management and service support models for new public safety mobile radio communication services
Services will include, but will not necessarily be limited to:
  • Project planning.
  • Budget development, tracking, and variance reporting.
  • Resource planning and assignment if applicable.
  • Project tracking and status reporting.                                          
  • Issue management, including issue logging, tracking, and escalation
  • Project change management, utilizing the change control process to manage changes to project scope, budget, and schedule
  • Quality management, including review and assurance of deliverables prior to acceptance
  • Risk management, including risk assessment, contingency planning, tracking risk status, and initiating contingency plans.
  • Communication management, including communication planning and execution of the plan.
  • Deliverable acceptance process, including identification of who will be accepting project deliverables and the process that will be used.
